2024: A Turning Point in Mauritius’ Political Evolution

The year 2024 will be remembered as a pivotal moment in the political history of Mauritius. After nearly a decade of rule marked by malpractices, questionable dealings, and autocratic tendencies, the MSM-led government was ousted in a decisive electoral victory by the Alliance du Changement on November 10th. The 60-0 sweep, securing 62.5% of the vote, marked a seismic shift in the political landscape of the nation. This outcome not only dismantled a longstanding political stronghold but also sent a clear message about the evolving priorities of the Mauritian electorate.

In fact the 2024 electoral results shattered entrenched assumptions about voter behaviour. Historically, political loyalties in Mauritius have been rooted in communal, casteist or party affiliations. However, this election demonstrated a new level of political maturity among voters in both rural and urban areas. The electorate’s choices were guided not by tradition but by pressing concerns about governance, public accountability, and ethical leadership. The clear repudiation of abuses of power, corruption, and autocratic governance underscored a growing demand for transparency, accountability, and morality in politics. The belated pre-election measures by the outgoing government, such as reducing fuel prices, were seen as desperate attempts to appease public dissatisfaction but were ultimately dismissed a large majority of the electorate.

It is worth noting, however, that 27.8% of the electorate continued to support the MSM and its affiliates, positioning the party as the only potential challenger todate to the current ‘Alliance du Changement’. This figure highlights the enduring loyalty of the party’s core base, now estimated at around 25% of the voting population, a sharp decline from the 37% it enjoyed in 2019. While diminished, this voter base remains significant and cannot be ignored. The future of the MSM will however depend on how effectively it manages its internal challenges and adapts to the evolving political climate. The outcome of ongoing investigations into alleged corruption and abuses during its tenure will also heavily influence its future. These investigations include unresolved cases such as the Covid emergency procurement irregularities at the STC, suspected abuses at the CWA and other parastatal bodies and State Owned Enterprises, and the still-unresolved  murder case of MSM chief agent Soopramanien Kistnen. Justice must be pursued in these matters, not as a witch hunt, but to uphold the principles of accountability and ensure public trust in democratic institutions.

The role of law enforcement and investigative agencies in these matters cannot be overstated. The lack of progress in resolving high-profile cases under the MSM’s tenure reflects poorly on the integrity and efficiency of key institutions. The new leadership at Police Headquarters and a reinvigorated Financial Crimes Commission must prioritize these investigations. Other cases such as the Dufry scandal, the Alvaro Sobrinho affair, the St Louis Power Station redevelopment controversy, and the unresolved inquiries into the Sugar Insurance Fund Board’s land valuation practices also demand attention. The establishment of a Serious Fraud Office could be instrumental in addressing systemic corruption and ensuring that those responsible are held accountable within the framework of the law.

The public’s demand for institutional reform extends beyond resolving past scandals. The police, judiciary, and other state institutions require comprehensive overhauls to restore credibility and efficiency. The absence of a respected, independent investigative body during the MSM’s tenure undermined public trust and hindered accountability. The new government must seize this opportunity to implement reforms that ensure these institutions serve the public interest rather than political agendas.

One of the most pressing issues that demands immediate attention is the state of the country’s infrastructure. The near-catastrophic condition of the public drainage system, despite billions allocated for its development, highlights the inefficiency and allegedly corruption practices that plagued the previous administration. The recurring devastating floods in the Capital as well as other places in the island have starkly underscored the urgent need for comprehensive infrastructure reform. The new government must act decisively to address these issues, ensuring that funds allocated for public works are used effectively and transparently. Environmental concerns also require urgent attention. Rising sea levels, climate change, and ecological degradation pose significant risks to Mauritius, an island nation dependent on its natural beauty for tourism and economic stability. Public-private partnerships could play a crucial role in addressing challenges such as waste management and coastal erosion. Sustainable development must be at the forefront of the new government’s agenda.

Economically, the Alliance du Changement government faces significant challenges. The outgoing government’s policies have left the economy in a precarious state, with near empty coffers, high levels of public debt and declining manufacturing exports. While the economy has shown signs of recovery post-pandemic, vulnerabilities persist. Addressing these issues requires a balanced approach that prioritizes fiscal responsibility while delivering on electoral promises.

The government’s ability to meet these economic challenges will depend on its willingness to make difficult decisions and manage expectations. Campaign pledges must be recalibrated to align with economic realities. There are encouraging signs of synergy and determination at the level of the leadership of the Alliance du Changement to address these issues constructively. This momentum must be sustained to drive meaningful change and restore public confidence in governance.

The 2024 elections also highlighted the importance of fostering a political culture that prioritizes the public good over personal or party interests. The electorate has shown a growing intolerance for divisive politics and empty rhetoric. This shift represents an opportunity to redefine the political narrative in Mauritius, emphasizing collaboration, inclusivity, and long-term planning. Looking ahead, the Alliance du Changement must focus on delivering tangible results. Success will depend on its ability to maintain unity within its ranks and stay true to its commitment to ethical governance. Institutional reforms, economic recovery, and environmental sustainability are not just campaign promises but necessities for the country’s future.

In November 2024, voters decisively rejected corruption and demanded accountability, setting the stage for a transformative chapter in the nation’s history. For Prime Minister Navin Ramgoolam and Deputy Prime Minister Paul Bérenger, the stakes could not be higher. Their alliance was instrumental in achieving the historic electoral victory, but the true test lies ahead. Bridging personal and ideological differences will be critical to their success in governing effectively. The electorate’s expectations are uncompromising, and failure to deliver on promises of transparency, integrity, and accountability could quickly erode the goodwill earned at the ballot box. The responsibility now lies with the new government to honour this mandate and dedicate itself to building a Mauritius that is equitable, prosperous, and just for all its citizens.
