Certains ont eu recours \u00e0 une gr\u00e8ve de la faim pour r\u00e9clamer justice. D\u2019autres ont fait appel \u00e0 des avocats pour prendre leur d\u00e9fense. D\u2019autre part, l\u2019Open University of Mauritius (OUM) ouvre une antenne hors du campus de R\u00e9duit. Dans ce contexte, nous proposons d\u2019apporter un \u00e9clairage sur le ph\u00e9nom\u00e8ne nomm\u00e9 internationalisation des institutions offrant une formation sup\u00e9rieure. <\/strong><\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><span style=\"color: #000000;\"><strong>Les traditions de l\u2019enseignement sup\u00e9rieur<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">Il existe diff\u00e9rents types d\u2019institutions au niveau tertiaire. Un bon nombre d\u2019universit\u00e9s de bonne r\u00e9putation ont l\u2019habitude d\u2019attirer l\u2019\u00e9lite estudiantine du monde entier. Ces institutions pr\u00e9f\u00e8rent que les \u00e9tudiants se d\u00e9placent pour rejoindre les bancs de l\u2019universit\u00e9 sur son lieu d\u2019impl\u00e9mentation depuis sa cr\u00e9ation (souvent datant du Moyen Age). Bien entendu, le co\u00fbt de telles \u00e9tudes est tr\u00e8s \u00e9lev\u00e9 pour les \u00e9tudiants qui choisissent de quitter leur ville, leur village, voire leur pays. Il y a aussi les contr\u00f4les administratifs avant l\u2019obtention d\u2019un visa et le renforcement des contr\u00f4les d\u2019immigration dans le pays d\u2019accueil. Ces universit\u00e9s sont des centres de production et de diffusion de savoirs savants. Les experts de diff\u00e9rents domaines sont \u00e0 la pointe de la recherche dans leur domaine d\u2019\u00e9tudes. Ils tiennent \u00e0 demeurer des temples du savoir.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"color: #000000;\"><strong>\u00a0<\/strong><strong>Av\u00e8nement de la mondialisation<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">La mondialisation de l\u2019\u00e9conomie a des r\u00e9percussions sur le monde, devenu un village global avec un march\u00e9 international hyper-comp\u00e9titif. D\u00e8s lors, les institutions de niveau sup\u00e9rieur s\u2019adaptent aux nouveaux enjeux \u00e9conomiques, sociaux et politiques. Dans certains pays, comme la France et l\u2019Allemagne, il y a eu des coupures drastiques dans les budgets allou\u00e9s aux universit\u00e9s. Les \u00e9tudiants anglais ont manifest\u00e9 avec vigueur pour protester contre la hausse du co\u00fbt des \u00e9tudes universitaires. Certaines universit\u00e9s d\u00e9cident d\u2019ouvrir leurs portes \u00e0 un plus grand nombre d\u2019\u00e9tudiants locaux ou \u00e9trangers en ayant recours \u00e0 diverses strat\u00e9gies.<\/span><\/p>\n<p><span style=\"color: #000000;\">Si le FDI fait partie des enjeux o\u00f9 l\u2019\u00e9tudiant est consid\u00e9r\u00e9 comme une \u00ab\u00a0marchandise\u00a0\u00bb, il existe aussi une autre mani\u00e8re de concevoir l\u2019acc\u00e8s \u00e0 l\u2019\u00e9ducation. Il s\u2019agit de d\u00e9velopper le Monde de la connaissance ou un Monde qui rentre de plein pied dans le monde de la comp\u00e9tence ou, alors, cr\u00e9er des \u00ab\u00a0universit\u00e9s internationales\u00a0\u00bb. Les universit\u00e9s doivent servir les besoins administratifs et \u00e9conomiques de l\u2019Etat-Nation et participer activement au d\u00e9veloppement de l\u2019identit\u00e9 nationale. Il s\u2019agit de pratiquer l\u2019internationalisation, c\u2019est-\u00e0-dire s\u2019\u00e9tendre sur son territoire et\/ou voguer au-del\u00e0 de ses fronti\u00e8res.<\/span><\/p>\n<p><span style=\"color: #000000;\">Le nombre d\u2019\u00e9tudiants \u00e9trangers dans les pays de l\u2019OECD a doubl\u00e9 au cours des 20 derni\u00e8res ann\u00e9es au d\u00e9but du 21<sup>e<\/sup> si\u00e8cle. Six pays accueillent une large part des \u00e9tudiants \u00e9trangers\u00a0: les USA (30%), la Grande Bretagne (14%), l\u2019Allemagne (13%), la France (9%), l\u2019Australie (7%) et le Japon (4%). Quatre pays anglophones &#8211; <em>Main English-Speaking Destination Countries<\/em> (<em>MESDCs<\/em>) &#8211; (USA, UK, Australie et Canada) sont tr\u00e8s pris\u00e9s. En 2009, il y avait plus de 3,4 millions d\u2019\u00e9tudiants hors de leur pays. L\u2019UNESCO pense que le chiffre atteindra 7 millions vers 2020.<\/span><\/p>\n<p><span style=\"color: #000000;\">Autres pays tr\u00e8s pris\u00e9s par les En Am\u00e9rique du Nord, les \u00e9tudiants asiatiques repr\u00e9sentent environ 2\/3 du nombre total d\u2019\u00e9tudiants.<\/span><\/p>\n<p><span style=\"color: #000000;\">2\/ <strong>Echanges d\u2019enseignants et d\u2019\u00e9tudiants-doctorants\u00a0: <\/strong>L\u2019accent est mis uniquement pour la recherche. En g\u00e9n\u00e9ral, les meilleurs d\u2019entre eux obtiennent des bourses et trouvent un emploi au sein de leur universit\u00e9 d\u2019accueil.<\/span><\/p>\n<p><span style=\"color: #000000;\">3\/ <strong>Partage d\u2019un curriculum\u00a0: <\/strong>Deux ou plusieurs universit\u00e9s \u00e9changent les programmes ou une partie de leurs programmes en fonction de leur domaine d\u2019expertise. Parfois, il y a la cr\u00e9ation d\u2019un syllabus sp\u00e9cial apr\u00e8s le tri de modules appartenant aux curricula de chaque pays.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>\u00a0<\/strong>4\/ <strong>Programmes d\u2019\u00e9changes pour les \u00e9tudiants\u00a0:<\/strong> Ces programmes sont orient\u00e9s vers l\u2019\u00e9ducation interculturelle, la connaissance de l\u2019Autre. Ceux-ci sont de plus en plus recherch\u00e9s. Par exemple, la Chine a sign\u00e9 des partenariats avec des universit\u00e9s anglophones tr\u00e8s connues. Les \u00e9tudiants chinois d\u00e9couvrent la\/les cultures occidentales tout en renfor\u00e7ant leurs connaissances linguistiques. Ils apprennent aussi \u00e0 mieux conna\u00eetre et \u00e0 comprendre, entre autres, les mentalit\u00e9s, les habitudes, les croyances&#8230; Il s\u2019agit pour eux de d\u00e9velopper de nouvelles comp\u00e9tences pour faire face \u00e0 la comp\u00e9tition sur le march\u00e9 international. Cela facilite aussi les \u00e9changes non seulement sur le plan \u00e9conomique mais aussi diplomatique et interculturel. Aujourd\u2019hui, on ne pr\u00e9conise pas uniquement la mobilit\u00e9 des pays du sud vers le nord mais aussi la mobilit\u00e9 nord-nord dans le contexte europ\u00e9en (Programme Socrates-Erasmus) et sud-sud pour les pays d\u00e9colonis\u00e9s.<\/span><\/p>\n<p><span style=\"color: #000000;\">5\/ <strong>Ouverture de <em>branch campuses<\/em>\u00a0:<\/strong> Il y a plus de 200 <em>branch campuses<\/em> dans le monde. Une universit\u00e9-m\u00e8re ouvre des antennes sur le territoire national ou dans un pays \u00e9tranger. Toutefois, le co\u00fbt des \u00e9tudes demeure \u00e9lev\u00e9. Prenons Singapour o\u00f9 les autorit\u00e9s sont en faveur de l\u2019internationalisation. Plusieurs institutions y ont ouvert leurs portes\u00a0: INSEAD (business), Chicago Booth School of Business, NYU\u2019s Tisch School of the Arts, German Institute of Sci and Tech, Johns Hopkins (m\u00e9decine), Georgia Institute of Technology (engineering), Stanford, Waseda, SJTU, Cornell and Duke (m\u00e9dical), \u2026 Tout comme Singapour, la Chine a d\u00e9j\u00e0 sign\u00e9 une Convention de Coop\u00e9ration avec les universit\u00e9s les plus en vue de l\u2019Australie.<\/span><\/p>\n<p><span style=\"color: #000000;\">Mais, dans certains pays, il semblerait que le <em>quality control <\/em>ne soit pas aussi fiable que dans les institutions-m\u00e8res. La qualit\u00e9 de l\u2019enseignement dispens\u00e9 reste soumise \u00e0 des critiques, notamment \u00e0 cause de la vari\u00e9t\u00e9 des syst\u00e8mes \u00e9ducatifs et l\u2019absence de transparence, et aussi l\u2019existence de \u00ab\u00a0rogue providers (degree mills), \u00ab\u00a0rogue quality assurance\u00a0\u00bb, \u00ab\u00a0accreditation agencies (accreditation mills)\u00a0\u00bb, \u00ab\u00a0selling (or buying) of fake degrees\u00a0\u00bb. L\u2019on parle de la \u00ab\u00a0McDonaldisation\u00a0\u00bb des universit\u00e9s.<\/span><\/p>\n<p><span style=\"color: #000000;\">Il demeure aussi l\u2019\u00e9pineux probl\u00e8me d\u2019assurer la qualit\u00e9 des enseignants, sachant que les pays d\u00e9velopp\u00e9s eux-m\u00eames \u00e9prouvent des difficult\u00e9s \u00e0 retenir les meilleurs enseignants-chercheurs. La concurrence et les facilit\u00e9s accord\u00e9es pour la recherche rendent ce domaine tr\u00e8s instable. Etant donn\u00e9 que les Etats-Unis offrent des perspectives importantes pour la recherche notamment, il y a un ph\u00e9nom\u00e8ne de brain-drain que ce soit en Europe ou en Asie.<\/span><\/p>\n<p><span style=\"color: #000000;\">6\/ <strong>Online et distance learning<\/strong><em>\u00a0<\/em><strong>: <\/strong>Certaines universit\u00e9s misent sur les nouvelles technologies au lieu de l\u2019ouverture de <em>branch campuses<\/em> pour d\u00e9velopper des cours de qualit\u00e9 irr\u00e9prochable mais peu chers et accessibles au monde entier, dans les pays d\u00e9velopp\u00e9s ou en voie de d\u00e9veloppement. Parfois, les sessions en face-\u00e0-face sont prises en charge par un partenaire local.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"color: #000000;\"><strong><em>World class quality education<\/em><\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">Nous savons tous que l\u2019universit\u00e9 nationale de Singapour est parmi les cent premiers dans le <em>World Ranking<\/em>. Pourquoi alors les autorit\u00e9s singapouriennes tiennent-elles autant \u00e0 avoir des institutions\u00a0\u00e9trang\u00e8res de qualit\u00e9 sur leur territoire ?\u00a0Pourquoi recherchent-elles toujours un <em>World class quality education<\/em> pour leurs citoyens\u00a0?<\/span><\/p>\n<p><span style=\"color: #000000;\">Dans le cas des pays en voie de d\u00e9veloppement qui souhaitent impl\u00e9menter l\u2019internationalisation de l\u2019\u00e9ducation sup\u00e9rieure de mani\u00e8re contr\u00f4l\u00e9e comme Singapour, il s\u2019agit de mieux prot\u00e9ger les \u00e9tudiants (du pays ou de l\u2019\u00e9tranger) de la d\u00e9sinformation, et aussi de la pi\u00e8tre qualit\u00e9 de l\u2019enseignement et des programmes. Ainsi, le syst\u00e8me d\u2019accr\u00e9ditation doit \u00eatre revu \u00e0 travers un partenariat renforc\u00e9 avec des institutions\u00a0telles que le <em>National Assessment and Accreditation Council<\/em>, cr\u00e9\u00e9 par la <em>University Grants Commission<\/em> de l\u2019Inde en 1994; le <em>Singapore Quality Class for Private Education Organisations<\/em>, cr\u00e9\u00e9 en 2003 conjointement par le <em>Singapore\u2019s Economic Development Board<\/em> et le <em>SPRING Singapore (Standards, Productivity and Innovation Board)<\/em>; et (3) le <em>South African Higher Education Quality Committee<\/em>, un sous-comit\u00e9 du <em>Council on Higher Education<\/em> en Afrique du Sud, cr\u00e9\u00e9 apr\u00e8s le <em>Higher Education Act 1997.<\/em><\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"color: #000000;\"><em>\u00a0<\/em><strong>University of Oxford <\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">Oxford is the oldest university in the English-speaking world and lays claim to nine centuries of continuous existence. (\u2026) A whole series of global reports have recognized Singapore as a world leader in research and innovation.\u00a0To name a few, it ranked third in the INSEAD Global Innovation Index 2012, first in the Innovation and Information Technology Foundation\u2019s 2011 Innovation and Competitiveness report, and second in the World Economic Forum\u2019s Global Competitiveness Report for 2011-12.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"color: #000000;\"><strong>\u00a0<\/strong><strong>Universities in Singapore<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">As you\u2019d expect, behind all this innovation lies an excellent higher education system, which is making its presence felt in the QS World University Rankings. In the rankings by subject for 2012, the National University of Singapore (NUS), displays a breadth of high performance not many universities can rival.<\/span><\/p>\n<p><span style=\"color: #000000;\">Subjects in which NUS is now ranked within the global top ten include mechanical engineering, geography, law, computer science, accounting and finance, materials science, pharmacy, communication and media studies, statistics and modern languages.<\/span><\/p>\n<p><span style=\"color: #000000;\">Singapore has more than one string to its bow, however.
