A l\u2019exception de 1967, les \u2018\u00e9lections de l\u2019ind\u00e9pendance\u2019, toutes les \u00e9lections, incluant celle de 1982 \u00e9taient des luttes triangulaires. Il est vrai qu\u2019en 1963, le PMSD n\u2019avait pas propos\u00e9 de candidats dans certaines circonscriptions pour laisser carte blanche \u00e0 l\u2019IFB face au PTr-CAM, mais il n\u2019y avait pas d\u2019alliance formelle entre les deux partis. En fait, si la politique va tourner autour du jeu des alliances \u00e0 partir de 1983, c\u2019est, en grande partie, d\u0217 au MSM qui, ne disposant tout au plus que de 20% de l\u2019\u00e9lectorat, va tr\u00e8s habilement faire et d\u00e9faire des alliances strat\u00e9giques pr\u00e9-\u00e9lectorales au gr\u00e9 des \u00e9lections pour rester au pouvoir.<\/span><\/p>\n<p><span style=\"color: #000000;\">Il est vrai que dans la conjoncture actuelle, l\u2019issue des \u00e9lections g\u00e9n\u00e9rales reste toujours incertaine alors qu\u2019en 1982, on pouvait pr\u00e9dire facilement un raz de mar\u00e9e MMM-PSM face au PAN (Parti de l\u2019Alliance Nationale) men\u00e9 par SSR d\u2019un c\u00f4t\u00e9 et du PMSD de l\u2019autre.<\/span><\/p>\n<p><span style=\"color: #000000;\">Aujourd\u2019hui, il y a eu un r\u00e9tr\u00e9cissement des <em>hardcore<\/em> des partis et un accroissement du nombre d\u2019ind\u00e9cis. Le PM a couvert d\u2019insultes le leader du MMM depuis des ann\u00e9es (tout r\u00e9cemment encore l\u2019appelant \u2018escroc intellectuel\u2019 et \u2018requin-moustache\u2019 au Parlement. Il est clair qu\u2019il ne veut pas l\u2019avoir entre ses pattes au gouvernement ou encore laisser B\u00e9renger lui voler sa victoire en 2019, alors m\u00eame qu\u2019il commence \u00e0 s\u2019affranchir de son p\u00e8re et \u00e0 prendre le pays bien en main.<\/span><\/p>\n<p><span style=\"color: #000000;\">Quant \u00e0 Paul B\u00e9renger, il a un profond m\u00e9pris pour Pravind Jugnauth\u00a0; il l\u2019a souvent trait\u00e9 de \u2018petit cr\u00e9tin\u2019 tout en le pensant et il ne l\u2019a jamais jug\u00e9 \u00e0 sa hauteur ou digne de la fonction de Premier ministre. Certes, Paul B\u00e9renger en a beaucoup contre Sir Anerood Jugnauth mais il respecte son vieil adversaire. Avec Pravind, ce n\u2019est pas le cas. Il estime qu\u2019ils ne jouent pas dans la m\u00eame ligue.<\/span><\/p>\n<p><span style=\"color: #000000;\">Il y a autre chose\u00a0: Paul B\u00e9renger pr\u00e9f\u00e8rera toujours le PTr au MSM, d\u2019ailleurs pour son plus grand malheur! Il ne \u2018sauvera\u2019 pas Pravind Jugnauth d\u2019une d\u00e9faite, surtout si celle-ci parait inexorable. Aujourd\u2019hui, avec les \u00e9lections \u00e0 trois de 2019, B\u00e9renger a une occasion unique d\u2019en \u2018finir\u2019 avec Pravind Jugnauth et le MSM, de r\u00e9gler tous ses comptes historiques avec le parti orange, de se venger de toutes ses humiliations aux mains des Jugnauth.<\/span><\/p>\n<p><span style=\"color: #000000;\">Enfin, consid\u00e9rons une derni\u00e8re chose: Si le MSM est battu par le Parti Travailliste en si\u00e8ges et en suffrages, et si le MMM r\u00e9alise une tr\u00e8s bonne performance, le parti mauve retrouvera son statut d\u2019un des deux plus grands partis politiques du pays et Paul B\u00e9renger redeviendrait Leader de l\u2019Opposition face \u00e0 son ami Navin Ramgoolam et \u00e0 Xavier Duval. N\u00e9anmoins, les r\u00e9cents d\u00e9bats enflamm\u00e9s sur les r\u00e9seaux sociaux autour de la pension \u00e0 Rs 13,500 montrent que cette conception des choses est graduellement en train de changer \u00e0 Maurice, et ce, m\u00eame si on est encore loin des l\u00e9gislations de pays comme les Philippines qui sont all\u00e9s jusqu\u2019\u00e0 criminaliser la pratique du cadeau \u00e9lectoral. Ainsi, aux Philippines l&#8217;article 261 du <em>Omnibus Election Code<\/em> d\u00e9clare la promesse \u00e9lectorale envers le public comme ill\u00e9gale et r\u00e9pr\u00e9hensible, d\u00e9clarant coupable de d\u00e9lit.<\/span><\/p>\n<p><span style=\"color: #000000;\">Dans le cadre mauricien, il est toutefois utile de rappeler que le Code de Conduite Electoral publi\u00e9 en 2010 par la <em>Electoral Supervisory Commission <\/em>stipule dans son article 3.2.g \u00ab\u00a0Duty of Participants\u00a0\u00bb que dans l\u2019exercice de leur campagne \u00e9lectorale, les candidats devront s\u2019abstenir \u00ab\u00a0<em>d\u2019avoir recours \u00e0 des promesses \u00e9lectorales mensong\u00e8res et irr\u00e9alisables<\/em>\u00a0\u00bb. They preferred to remain invisible and one could only come across their shadows in the corridors of power. At present they seem to have even lost their former scruples, and a few of them can hardly resist the temptation to stand as candidates. From paymasters, they want to become players in their own right.<\/span><\/p>\n<p><span style=\"color: #000000;\">Financial institutions too have joined the fray and become involved in money politics in their own way. They try to buy off potential candidates, deter others from standing as candidates of parties they do not approve of and even seek to win them by lightening any of their financial liabilities. No wonder some candidate may allegedly easily win the lotto without buying any ticket, and this as fast as lightning.<\/span><\/p>\n<p><span style=\"color: #000000;\">With so many shifty candidates around, the selection of candidates has become a headache for the party leadership. This explains the caution exercised by party leaders in their choice of candidates. Some may go to the other extreme of valuing loyalty over competence and disregarding the unanimous voices of the electorate even when such voices are well known. Wrong choices will be catastrophic for the party\u2019s interests and eventually for the national interest. I believe that the 2019 elections can be the time when Mauritius finally moves into multipartism.<\/span><\/p>\n<p><span style=\"color: #000000;\">I have always been an ardent advocate of post-electoral coalitions as they serve a better purpose than the fake pre-electoral recipes we have been served with since 1976. 2014 was a stark reminder that pre- electoral alliances do not always add up. It is thus a logical step that most political parties stand on their own feet at the upcoming elections.<\/span><\/p>\n<p><span style=\"color: #000000;\">We believe that they will be a multi-cornered electoral battle as opposed to a three-cornered one. That\u2019s just not cricket! They will fight tooth and nail, armed as they will be with a war chest of unequalled proportions. The opposition parties, all of them, are seriously disadvantaged on this score.<\/span><\/p>\n<p><span style=\"color: #000000;\">The opacity surrounding large public sector projects may have a direct incidence on party funding, especially when you factor in the fact that the main contractor for the largest, most opaque, and most expeditious project of this regime was actually blacklisted for reasons of corruption and barred from bidding for World Bank projects.
