Celle de M. Joseph Tsang Mang Kin, parue dans l\u2019\u00e9dition du 5 octobre dernier du <em>Mauritius Times<\/em>. Une phrase m\u00e9rite toute l\u2019attention et r\u00e9sume les longs d\u00e9bats autour de la reforme \u00e9lectorale: \u00ab Cette r\u00e9forme \u00e9lectorale est une affaire fort s\u00e9rieuse et doit impliquer toute la population mauricienne. Les cons\u00e9quences seront \u00e9normes pour le pays. Aujourd\u2019hui et demain. Il faut penser \u00e0 long terme. \u00bb <\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"FR\" style=\"font-size: 12pt; font-family: Verdana, sans-serif; color: #000000;\">C\u2019est tout dit. Une r\u00e9forme surtout \u00e9lectorale ne se fait pas par des leaders \u00ab\u00a0politiciens\u00a0\u00bb car, demain, ils peuvent ne pas \u00eatre l\u00e0. Une r\u00e9forme \u00e9lectorale ne peut se faire pour le bon plaisir des hommes et femmes politiques qui ne pensent qu\u2019\u00e0 leurs assises d\u2019abord. Une r\u00e9forme \u00e9lectorale ne peut se faire parce qu\u2019une instance internationale a attir\u00e9 l\u2019attention de nos autorit\u00e9s sur certaines lacunes dans notre syst\u00e8me \u00e9lectoral. Une reforme \u00e9lectorale ne peut et ne doit \u00e0 aucun moment donner l\u2019exclusivit\u00e9 aux leaders des partis politiques de proc\u00e9der \u00e0 des nominations au Parlement sans passer par l\u2019\u00e9lectorat\u00a0: cela fausse compl\u00e8tement le verdict de l\u2019\u00e9lectorat. Une r\u00e9forme \u00e9lectorale ne doit \u00e0 aucun moment enlever d\u2019un trait de plume ce que la Constitution a \u00e9crit, noir sur blanc, en termes de garanties aux habitants du pays, plus particuli\u00e8rement aux minorit\u00e9s. Une r\u00e9forme \u00e9lectorale ne doit jamais donner l\u2019impression qu\u2019elle est faite sur une base d\u2019int\u00e9r\u00eats partisans. Une r\u00e9forme \u00e9lectorale ne se fait pas autour d\u2019une table entre deux chefs de partis politiques, ceux-ci laissant l\u2019impression que le pouvoir du pays les hante beaucoup plus que l\u2019int\u00e9r\u00eat du pays. Une r\u00e9forme \u00e9lectorale ne se fait pas par des propositions initiales, puis amend\u00e9es pour discuter et ensuite amend\u00e9es de nouveau pour \u00eatre finalement enlev\u00e9es. Non! Non! Non!<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"FR\" style=\"font-size: 12pt; font-family: Verdana, sans-serif; color: #000000;\">La r\u00e9forme \u00e9lectorale concerne toute la population qui forme l\u2019\u00e9lectorat. C\u2019est cet \u00e9lectorat qui doit \u00eatre \u00e9duqu\u00e9 sur toute r\u00e9forme qu\u2019on compte apporter. C\u2019est cet \u00e9lectorat qui doit \u00eatre inform\u00e9 de A \u00e0 Z sur n\u2019importe plan de reforme \u00e9lectorale, du MMM au MSM, en passant par le PTr ou <em>Rezistans ek Alternativ<\/em>. Nous voulons \u00e9galement faire mention des autres partis politiques ou ONGs qui s\u2019int\u00e9ressent aux affaires politiques du pays, de pr\u00e8s ou de loin. Les chefs de file des principaux partis politiques se permettent de discuter des plans, de les pr\u00e9senter au public toujours bon enfant, de critiquer ce que les autres proposent, de faire une affaire d\u2019Etat. Mais personne, oui, personne parmi ces chefs, n\u2019a dit ouvertement et carr\u00e9ment que c\u2019est une affaire de l\u2019\u00e9lectorat mauricien. Donc, donnons \u00e0 cet \u00e9lectorat la chance de se prononcer sur cette reforme \u00e9lectorale tant d\u00e9cri\u00e9e mais jusqu\u2019ici non-finalis\u00e9e. C\u2019est bien cela que sugg\u00e8re Joseph Tsang Mang Kin.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"FR\" style=\"font-size: 12pt; font-family: Verdana, sans-serif; color: #000000;\">Oui, c\u2019est \u00e7a l\u2019id\u00e9al\u00a0: une consultation de l\u2019\u00e9lectorat \u00e0 travers un sondage officiel. Un r\u00e9f\u00e9rendum. Cela donnera l\u2019occasion surtout \u00e0 ce gros pourcentage de l\u2019\u00e9lectorat silencieux qui ne se d\u00e9place jamais pour grossir le nombre des manifestations politiques. Cet \u00e9lectorat, intelligent mais passif, devra avoir son mot \u00e0 dire car r\u00e9forme signifie s\u00e9curit\u00e9 et avenir des g\u00e9n\u00e9rations \u00e0 venir. D\u00e9j\u00e0, on sait qu\u2019\u00e0 Maurice, la domination flagrante de deux partis politiques sur la question ne donne que tr\u00e8s peu de chance \u00e0 d\u2019autres partis politiques de se montrer. Que faire alors\u00a0? Imposer \u00e0 la nation mauricienne ce que quelques chefs \u00ab\u00a0politiciens\u00a0\u00bb pensent. Absolument pas. Et c\u2019est bien l\u00e0 que nous gardons l\u2019espoir que quelque chose de bien, de concluant, de positif pourrait venir du chef du gouvernement car il a d\u00e9j\u00e0 fait comprendre que toute r\u00e9forme \u00e9lectorale m\u00e9rite des \u00e9tudes profondes. <\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"FR\" style=\"font-size: 12pt; font-family: Verdana, sans-serif; color: #000000;\">Non! Les affaires du pays, surtout ce qui touche \u00e0 l\u2019avenir de la population, ne se font pas \u00e0 la l\u00e9g\u00e8re. Ni \u00e0 demi-mesure. C\u2019est le message du Dr Navin Ramgoolam, Premier ministre. The slightest blunder or <em>faux pas <\/em>on the part of any of the adversaries may tilt the outcome either to the left or to the right.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-GB\" style=\"font-size: 12pt; font-family: Verdana, sans-serif; color: #000000;\">Without taking sides, it seems that the stand of the incumbent President Barack Obama, be it in the fields of economy, social justice or foreign policy, sounds more rational. Therefore his re-election would be far more beneficial not only to the Americans but to the whole world.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-GB\" style=\"font-size: 12pt; font-family: Verdana, sans-serif; color: #000000;\">The United States of America is such a country that any major event taking place there is everybody\u2019s concern. Consequently people, worldwide, have their eyes focused on the US presidential.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-GB\" style=\"font-size: 12pt; font-family: Verdana, sans-serif; color: #000000;\">During the cold war era, many third world political leaders used to openly side either with NATO or the WARSAW bloc. Genuinely non-aligned countries existed only on paper. But now that the whole world has become a global village, people do not anymore think in terms of blocs. So much so that yesterday\u2019s enemy may turn out to be tomorrow\u2019s friend.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-GB\" style=\"font-size: 12pt; font-family: Verdana, sans-serif; color: #000000;\">Thus, gone are the days when the overthrow of a Patrice Lumumba, Kwame Nkumah, Salvador Allende and Ben Bella was condemned mainly by the socialist bloc.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-GB\" style=\"font-size: 12pt; font-family: Verdana, sans-serif; color: #000000;\">Today, for example, suffice it to have President Chavez of Venezuela or Castro of Cuba overthrown to witness widespread outcries around the world. And most importantly from the very people of the USA and its allies.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-GB\" style=\"font-size: 12pt; font-family: Verdana, sans-serif; color: #000000;\">The challenger of President Obama, Mitt Romney is advocating a rather tougher stand towards America\u2019s enemies. Lest the latter forget, it is worth reminding that the USA, after the disintegration of the Soviet Union and the Warsaw Bloc, has created more enemies by its own doings. Now Mr Romney with his type of foreign policy is all set to exacerbate this situation.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-GB\" style=\"font-size: 12pt; font-family: Verdana, sans-serif; color: #000000;\">Most people look upon hegemony, no matter from which quarter, with utter distrust. Who can forget the US\u2019s overt standing by Israel\u2019s expansionist plans in the Middle East? And the tension that it creates makes the countries of that region hover on the brink of war at any moment.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-GB\" style=\"font-size: 12pt; font-family: Verdana, sans-serif; color: #000000;\">Had the US and its allies pressed Israel to come to terms with its neighbours decades ago, maybe the picture would have been different in Iran today. The US and its allies have waged localized wars in Kuwait, Iraq and still in Afghanistan, and who knows later in Iran and Syria if Mr Romney becomes the next President.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-GB\" style=\"font-size: 12pt; font-family: Verdana, sans-serif; color: #000000;\">On the other hand their enemies are waging disseminated warfare in innumerable regions of the world, killing and maiming thousands of innocent people. Terrorism &#8211; just one word, one sole factor which is making a host of countries squander trillions of dollars to counter its attacks or preempt terrorist strikes. <\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-GB\" style=\"font-size: 12pt; font-family: Verdana, sans-serif; color: #000000;\">Security at the ports, airports, in public transport on the ground, the waters and in the air is being made much tighter. Apart from money, more time is wasted and a lot of inconvenience is caused. Public figures have to be always surrounded by a host of security guards.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-GB\" style=\"font-size: 12pt; font-family: Verdana, sans-serif; color: #000000;\">In these days of worldwide economic difficulties the entire world population ought to muster all financial means and human resources so as to eradicate poverty, hunger, diseases, create more jobs for millions of unemployed, enhance the quality of life, think of means for alleviating the effects of climate change and global warming. The list is exhaustive. <\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-GB\" style=\"font-size: 12pt; font-family: Verdana, sans-serif; color: #000000;\">Far from suggesting to challenger Mr. Romney the means to address the American domestic problems, our only wish is to be allowed to live our few days or years in peace and harmony.
