By giving out cheap food and entertainment, the politicians decided that this policy of \u201cbread and circuses\u201d would be the most effective way for them to rise to power.<\/span><\/span><\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0in 0in 0pt; mso-margin-bottom-alt: auto; mso-margin-top-alt: auto;\"><span style=\"font-size: small;\"><span style=\"color: #000000;\"><span style=\"font-family: Verdana; mso-bidi-font-size: 16.0pt; mso-ansi-language: EN;\" lang=\"EN\">I quote from Juvenal\u2019s <\/span><em><span style=\"font-family: Verdana; mso-bidi-font-size: 16.0pt; mso-ansi-language: EN-US;\">Satire<\/span><\/em><span style=\"font-family: Verdana; mso-bidi-font-size: 16.0pt; mso-ansi-language: EN-US;\"> &#8212; 10.77\u201381:<\/span><\/span><\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0in 0in 0pt; mso-margin-bottom-alt: auto; mso-margin-top-alt: auto;\"><span style=\"font-size: small;\"><span style=\"color: #000000;\"><em><span style=\"font-family: Verdana; mso-bidi-font-size: 16.0pt; mso-ansi-language: FR;\" lang=\"FR\">\u2026 iam pridem, ex quo suffragia nulli uendimus, effudit curas; nam qui dabat olim imperium, fasces, legiones, omnia, nunc se continet atque duas tantum res anxius optat,<\/span><\/em><span style=\"font-family: Verdana; mso-bidi-font-size: 16.0pt; mso-ansi-language: FR;\" lang=\"FR\"> <em>panem et circenses.<\/em><\/span><\/span><\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0in 13.6pt 0pt 0in; mso-margin-bottom-alt: auto; mso-margin-top-alt: auto;\"><span style=\"font-family: Verdana; mso-bidi-font-size: 16.0pt; mso-ansi-language: EN-US;\"><span style=\"font-size: small;\"><span style=\"color: #000000;\">(\u2026 Already long ago, from when we sold our vote to no man, the People have abdicated our duties; for the People who once upon a time handed out military command, high civil office, legions \u2014 everything, now restrains itself and anxiously hopes for just two things: bread and circuses.)<\/span><\/span><\/span><\/p>\n<p><span style=\"font-size: small;\"><span style=\"color: #000000;\"><span style=\"font-family: Verdana; mso-bidi-font-size: 16.0pt;\">In other words, <\/span><span style=\"font-family: Verdana; mso-bidi-font-size: 16.0pt; mso-ansi-language: EN;\" lang=\"EN\">\u201c<em>bread and circuses <\/em>is a metaphor for handouts and petty amusements that politicians have been using in order to gain popular support\u201d, instead of gaining it through implementation of sound and balanced public policy. The phrase is invoked not only to criticize politicians, but also to criticize those who support this fool\u2019s paradise and readily abscond from upholding of their civic duty. <\/span><\/span><\/span><\/p>\n<p><span style=\"font-family: Verdana; mso-bidi-font-size: 16.0pt; mso-ansi-language: EN;\" lang=\"EN\"><span style=\"font-size: small;\"><span style=\"color: #000000;\">We are informed that Spanish intellectuals between the 19th and 20th centuries complained bitterly about a similar culture of <em>pan y toros<\/em> (\u201cbread and bullfights\u201d) that kept people muddled up in vain pursuits. <\/span><\/span><\/span><\/p>\n<p><span style=\"font-family: Verdana; mso-bidi-font-size: 16.0pt; mso-ansi-language: EN;\" lang=\"EN\"><span style=\"font-size: small;\"><span style=\"color: #000000;\">Any suggestion from readers about a Mauritian version of \u201cbread and circuses\u201d?
